Ba pet is definitely rarer than inferno pet. BA pet has been out since pets were released. Inferno pet was released with the inferno.

it said construction was the rarest not slayer but i do get your point being slayer is hard to get to 99 before any of the combat stats considering it is a combat skill

you should look into the Bounty hunter hat (tier 6), rewarded to players with 2500 Bounty hunter target kills. Seems to be pretty rare!
