First slide is wrong though. Not wrong in theory, but wrong in practice. The Nebraskan senate cannot say it is the supreme legislature in Nebraska because it is subordinate to the US federal constitution, and that is the supreme law of the land.

National sovereignty is a pre-requisite for parliamentary sovereignty. Parliamentary sovereignty only makes sense if you already have national sovereignty.
