What do you do when the bluetooth symbol on the watch has a line over it, how do you access the setting?

Apple Pay is great. Gas station here in US are just starting to implement them and I try to go only to them.
Would love if I could adjust apps in Grid View based on focus like I can using screens on iPhone.

Watch is not turning on -- fresh out of the box -- no Apple icon and it doesn't appear to charge when hooked up to the charger, either.
