If this doesn't work for you, like it didn't for me, this was the fix for me: it needs to be plugged into a PC with USB (C). A regular socket or car-charger doesn't do the trick. I finally got mine to factory reset after trying 20 videos!

For those trying this in late 2021, the method has changed since the Ver 11 update. The button combo remains the same (Vol up+ power) but you need to have your phone plugged into either the charger or PC to get charging flow going to get to the menu. IT WILL NOT WORK if you dont have it plugged into anything

ive done this plenty of times. ive finally been able to get as far as the language selection screen but it just keeps resetting after that.
any solutions?
