Isn't this strategic though? With Trump's financial and legal issues, her polling against Biden seems positive enough to hold on as long as she can. I don't see Trump escaping all of the 90+ charges against him. Clearly, she's not the Republican's first choice but under the current circumstances with Trump and with funding behind her, she has nothing to lose as the alternative if Trump world comes tumbling down.
