This is pretty accurate to my understanding of Peter the 3rd. He was a really unpleasant person.

Peter bans men wearing beards besides clergy. Apparently this is historically accurate. The man in the scene appeals to Peter for an exception do to unsightly boils & scars he has beneath the beard.
