The reasons why you can’t put salt on a highway is because animals (Like cows) are attracted to the salt and it could cause a accident

It's illegal to pour salt because it can attract cows onto the highway and cause accidents I think. That was the reasoning for it being illegal to pour salt on train tracks. So I imagine the reasons are the same

For the second one here's my guess. In a lot of northern states, we pour salt on roads and sidewalks to supposedly melt snow faster. Not sure where Hermosa Beach is though
