This scene represents Robbie Rotten's personal insecurities. He orders a big ice cream as a sort of comfort, to forget about the pressures he puts on himself. The moustache he wears behind the counter reflects the "disguise" that he puts on for others, to show us that he is not true to himself.

The moustache falls off to reveal Robbie's true identity: One that shocks and confuses him.

This masterpiece is actually subtly genius. It's actually about Robbie Rotten and his narcissistic image of his perfect self. He goes up to the ice cream vendor (who is his ideal version of himself) and asks for something pleasurable. Naturally, being the perfect version of Robbie, the vendor is able to create something for Robbie that pleases him to no end for free, fuelling Robbie Rotten's image of himself as a powerful and kind person. However, the ice cream vendor's disguise fails, and Robbie Rotten realises that despite his perfect version's power and gratitude, he is still Rotten deep down. This is further confirmed by the "What did you expect, Sportaflop?" line, considering Sportacus is a successful and wholesome person within the show. But instead of being afraid of his doomed nature, Robbie Rotten decides to laugh away the pain, enjoying the pleasure given to him by his perfect form and not thinking about it any more than that. Robbie Rotten's inner demon is himself, and, knowing that he could never be truly cured, he chooses to ignore it by only focusing on his narcism.
