Solution 2 is also a foul. 1st one runs a high risk of double hitting, too. Elevating the cue is generally the best way to avoid it.

Solution 2 is a foul because under the official wpa rules a legal hit involves hitting the cue ball with the tip of the cue using a forward motion

Solution 3: gently graze the upper most part of the cueball with a tiny forward stroke. This prevents the cueball from hitting the cue when it comes back.

I've practice the kick on about 200 racks worth of balls to get out of this situation and pocket the ball. The foul or potential foul isn't worth risking the win against ball in hand.

Best solution in my opinion to hit it in high elevation. This way you will continue to hit the ground and will not hit the cue ball twice

Those are both still fouls... you're just replacing a double hit with a push in both scenarios. It's not frozen, and the cue is still in contact with the cue ball when it contacts the object ball in both scenarios, which makes them push shots. And in some rule sets (such as WPA), contacting the cue ball with anything other than the tip of the cue is a foul (outside of repositioning it before shooting during ball-in-hand scenarios).

Solution 2 is a foul and solution 1 is not about the V that you make, its about bringing the hand closer to form the smallest possible bridge which allows you to make a very weak shot. The larger the distance from your bridge hand to the cue ball the bigger the power that you put into it when striking it.
