Explaining Estonia's E-Government

Estonian citizens today are able to access a wide range of government services online, everything from doing their taxes to health information. The government is adamant about providing qualiy digital services..but why is this?

If every government in the world worked as efficiently as the Estonian government then I think there would be a lot fewer problems in the world. And I say this as someone who is generally sceptical of government power and authority.
