Which focus tree gives the most factories in HOI4?

Keep in mind that those are the factories you can get in an actually game and not all the factories that the entire focus tree has in it. Also they are in specific paths that are mostly not the popular ones.

In my opinion best economic focus has Greece, for 175 pp Greece can create a 3 civilian factory before France cap or 1943
