I think they'd be tied. They can both regenerate, so neither of them can truly erase the other without coming right back. Plus, the Phoenix will always resurrect Jean while Chaos magic will always protect and revive Wanda, plus her being the Earth 616 Nexus being will also bring her back. Both of them are basically the incarnations of control, chaos, creation and destruction and both of them can rule or destroy universes, so it'd likely be a battle where they're neck and neck with each other.
