His speech was much more than about recognizing those separatist regions of Ukraine as independent. He pretty much also laid out his grievances about how Ukraine used to be and is an historical part of Russia. I think it is pretty much obvious what his next move will be.

Of course he's signing this decree, and now he can play political fill-in-the-blank. Every time an area becomes rebel-controlled in the Ukraine he will recognize it as an independent state and fill it with Russian troops. Instead of calling this fill-in-the-blank, we will call it filll in the state. He has also cleverly placed himself in a position where he can claim that he is defending the autonomy of these newly recognized independent states.

It's basically the same ploy he used when he annexed Crimea. Next step will have him recognize a separate government (or spokesperson), then a "request" to join Russia will follow, then the map will be redrawn. Then it will all be justified as being "the will of the people".
