It means the people of Donetsk and Lugansk will have a referendum, to be independence or vow to Russia. Well, it might be not a bad idea. War can be avoided, people have their right to. Imagine if it is something to do with the US, they will accuse the rezim having mass chemical destruction weapons, an excuse to launch a war, like in Syria, Iraq. Here Russia a bit angelic than the US
