I think Palps was using low voltage lighting when Mace reflected it back onto the Senate. Nevertheless the lighting was still enough to disturb the Sith alchemy that he used to conceal his scrotum face.

Using the Dark Side often tends to change your appearance. We saw this happen to Anakin as well when he started slaughtering the CIS on Mustsfar, along with some of his facial features changing during and after his duel with Obi-Wan.

He gained the yellow Sith Eyes, and then by the end of the fight, when Anakin lost, his eyes completely became yellow and red, his face becoming dark, shadowed, and ghoul-like.

Just look at his face before he starts catching fire. He barely looks human at that point.
