My task bar is frozen and not working | How to fix without restart

This is a quick tutorial on how you may be able to get your task bar unfrozen and back to functioning properly without having to reboot your computer. If you open up the task manager (by hitting ctrl+alt+del) you should see an application or process called, "Windows Explorer". Right click on that icon and select "restart". Give it a few seconds (the task bar may actually disappear and come back -- that's normal) and then give it another try. Unfortunately, if this does not work, then you likely will have to reboot your computer.

Bro I had tried it... But not worked.... My pc suddenly freeze whenever I open application when I click start menu it didn't respond and later respond and mouse clicking not working

It works, but I found a little bit difficulty launching File Explorer at the beginning, because the start menu also failed. Finally I launched it by win+x.

can you also make a similar tutorial on another problem that is almost the same? most of my shortcuts do not appear on the desktop along with the taskbar, i have tried restarting the computer and many processes along with creating new administrator profiles, none of them work except the profile one but i have already done that once and the problem has appeared again. their is also a flaw with the method i used, almost all my data is either lost or missing and that my another problem, which i think is related to the cache will appear. i have been living with this problem for almost a year and still it hasn't been fixed by microsoft.
