No need to even listen to the video to ansmwer this question. The answer is De Gaulle. The name says it ll. But this time is long gone. De Gaulle was the master of the french foreign policy and he wanted France to have it's own foreign policy looking for it's own interest. This is why for example France largely subsidise it's own military indiustrial complex and by doing so even today produce it's own military equipment.
