Miley has said so many times that Liam used to dedicate that song to her… “I should’ve bought you flowers when I was your man….” so in a way, Bruno Mars as a singer had a lot of influence in Miley’s personal life and her song “I can buy myself flowers” is a reaction to a period of her life that was highly emotional. They’re both artists and are allowed to be inspired by other artists’ creative material!

My personal opinion is I don't think she copied Bruno's song because they don't sound similar to me and why would they wait until the song is a huge hit to sue Miley?

How on earth does "Flowers" sound anything like "When I Was Your Man"????
I heard both songs and they're not the same!
