It’s unfortunate, I feel as though this NPC has an interesting tale or two hidden in his dialogue options. If only we knew the arcane secrets to reveal them. Alas, this NPC and his mysterious goals remain veiled in shadow and secrecy. I would use caution when approaching NPCs like this one. Until the next time, my fellow adventurers.

The character must have already gotten what he needed from him and so the devs decide not to give any extra dialogue. It's embarrassing that in 2023 games still aren't making NPC's more believable with at least a simple hello.
