I like how the "It would be overpowered IF...." theme is so common in 40k.

The Eldar would be overpowered IF they had the numbers
Humanity would be overpowered IF they had their old technology
Orks would be overpowered IF they all united

Another interesting fact about the Guardians is that their effectiveness despite being civilian militia is also due to having a "War Mask" given to them by Warlocks.

A War Mask is a second personality that Eldar who follow the path of the Warrior (Aspect Warriors) are able to create for themselves. This war mask shields their minds from the horrors and stress of combat. Eldar experience all emotion to a much higher degree than humans, so having Eldar with PTSD is not good.

Most guardians, however haven't walked the path of the Warrior, and dont know how to create a War Mask. For this, Warlocks (Eldar who walked the Warrior and are now on the Seer path) are attached to their squads and create artificial war masks for the group.

Ya know has anyone else noticed that some Eldar helmets share a bit of a resemblance with space marine helmets?

But Im sure this is just a coincidence. The glorious emperor wouldn't have taken any inspiration from the most technologically advanced civilization he knew of at the time.
