Sniper could use a primary that is a burst assault rifle. Burst assault rifles compromise between adding assault rifles to TF2 and maintaining TF2's core philosophy of no assault rifles and burst damage meta. Plus they require precision to use; they are slightly more punishing to miss shots with, but slightly more rewarding to hit shots with (hitting a shot means hitting multiple shots).
