If the game is having issues at that high of a native resolution, lower it so it's above 1080p but still maintains a stable framerate! At least in other games like Rise of the Tomb Raider they actually give you a few options and elaborate on them.

I can put the game into 1080p fine, but the scaling thing where you change it back to 4k does not work for me. As then my PS4 force closes all apps.
