It's called Distant Horizons, I have kinda contributed to the project (not to much) and it's one of my favourite Minecraft mods
I think this is the only mod I would like to see implemented in Vanilla

Levels of detail (lowering detail of far away objects) is a very simple and standard technique that has been used since the 90’s… it’s more surprising that Minecraft doesn’t do that by default.
