I love it every time someone mentions Don’s “perfect phone call” with Ukraine. I always ask “when did he notify congress in writing on his intention to withhold those funds?” “Never? Then his ‘perfect’ phone call is a perfect violation of the 1974 Budget and Impoundment Act and thus perfectly illegal.” Do we need to list all the provisions in USC 18 that he violated?
