They will discuss the EU's fight against climate change. In December 2019, the European Council endorsed the objective of achieving a climate-neutral EU by 2050. One year later, the European Council agreed on a binding EU target of a net domestic reduction of at least 55% by 2030 compared to 1990. In line with the December 2020 conclusions, leaders will seek to provide additional guidance to the Commission for its upcoming proposals.

EU leaders will hold a strategic debate on Russia.

EU-UK relations

Leaders will discuss the EU's relations with the UK, following the entry into force of the EU-UK trade and cooperation agreement on 1 May 2021.

EU leaders will discuss the 23 May incident involving the forced landing of a Ryanair flight in Minsk, Belarus.
