Yes, is true turtes feel pain in their shell, but not to that extent, Raphael won't be turning around in pain or anything like that, but he will know his shell was punched, plus the fact he is a martial artist and they tend to train to tolerate pain, besides he is a mutant.
They are not realy as fragile as that.
