Its seems that disruptor are becoming a common weapon used within the Star trek universe. Races such as the Klingon, Cardassian and the Romulans all use this weapon but for some reason the Federation deviates from the others. The federation prefers to use phasers due to the multiple options the weapon provides. It’s able to stun, kill, heat, or disintegrate living creatures and objects while a disruptor obliterates its enemy which doesn’t fit in the Federation mission. Their mission is to explore their known galaxy and the use of a weapon that's only capable of destroying doesn’t really line up with their values. Which is the reason why they use phaser not disruptors and also the phaser has multiple uses.

I just figured something of that lethality wasn't necessary or conducive to their charter.
The phasers, as you said, have multiple options, an all in one platform to incapacitate beings or in some cases for defense, a kill setting.

It would be interesting to know which tradeoffs there are. I would assume phasers are more complicated to build and perhaps they require a different power source or power converter for the different settings.

The manual for Star Trek: Klingon Academy gives an answer to this question. Disruptors, while faster firing, tend to be less accurate. Also, since they are fired in bursts, every burst loses power as soon as it is fired. Disruptors are also more vulnerable to ECM.

Since phasers are beam weapons (conventionally), all the energy is channeled along the beam. So phasers maintain the same destructive power even at the edge of their effective range.

Contrary to popular belief. Some disruptors like the Romulan Disruptor Pistol actually do have stun capabilities, however it seems that stun settings are more reliable and common with Phasers whereas disruptor stun settings appear more secondary when they stun someone deliberately. (Phasers knock people out, while Romulan disruptors temporarily disable limbs)

I believe that there is disruptor technologies in the federation its just they have never exactly focused it into their weaponry compared to klingons or romulans like you suggest. I find it the most interesting weaponry is the jem hadar they call it a disruptor but its got multiple uses just like a phaser but in horrible side effects. Dropping anti coagulation properties into the persons blood system as well as various clever ass weapons like hoodini mines.

Its fascinating as the mirror universe also use phasers but have built incredibly versatile tortures from essentially an identical technological scheme.

So its not like they haven't the capability just don't have the moral ambiguity.
