Esdeath manga was fighting 100, 000 rebels, Akame, night raid, 10-20 teigu users, and Tatsumi all at once (if I remember correctly). When Akame tried to use the crowd to sneak a scratch in, Esdeath used time stop and was going to kill her but only didn’t since Tatsumi managed to adapt to time stop to save her. So if were to talk individual strength its Esdeath all the way, she straight up froze half the planet and gave them a time limit to kill her before everyone froze to death.

Tatsumi in his complete dragon form is the strongest character and it's confirmed by the fact that Akame's one shot kill or rather a single strach kill was ineffective against him when he lost control, his body was just regenerating at the same rate at which the original dragon from whom the armour was made did. He was also strong enough to do feats that were continental level and could move at hypersonic - hypersonic+ speeds.

Unpopular opinion: Tatsumi and Emperor are stronger than Akame and Esdeath. Have you seen power of Emperor’s attacks? Esdeath and Akame have no power to break Emperor’s armor, but Tatsumi has. Esdeath has a chance against Tatsumi only if she stops time at right moment, but against Emperor she can do nothing. (talking about anime)

Ну если сравнивать по манге то
1.Тацуми в своей финальной форме, так как он мог сопротивлятся Эсдес и в своей прошлой форме, а в финальной его характеристики значительно увеличелись
2.Император. Я просто представить не могу как Эсдес или Акаме смогут его пробить, а уклоняться от атак надо
