Germany not having many colonies can be explained by Bismarck, who never wanted germany to have colonies. Only when Wilhelm II came to power and got rid of Bismarck, germany gained colonies when most of the world was already divided up

Germany actually supported Austria-Hungary in getting those African colonies, but the emperor Franz Joseph didn’t want to, because the empire didn’t have a strong navy, and couldn’t defend the colonies. So this is not a fail, but considered to be a rather wise choice by the emperor. The street in Tianjin was acquired after the boxer rebellion, and didn’t require much attention and was just a prestige thing.
