2. ‘That’s a man!’ You’re correct. He (Brandon Rogers) is a man dressing up and playing as one of his female comedy characters (Bryce Tankthrust). He isn’t transgender.
3. ‘That is a school! Stay away from children’. That is an ACTOR doing a COMEDY SKETCH in a location he 100% got permission to record in. There would be no children present. He’s causing 0 harm and doing nothing illegal.
