The requirements and expectations of government contract workers are different from those of military servicemembers or Government workers. Since contractors cannot create obligations for the government and have specific Performance Work Statements, there are also different expectations for "good" contractor work.

Most individual contractors are outstanding public servants. Furthermore, there are some things the government needs done that it itself is simply not built to do - but a company might.

There are just a few who are exclusively trying to hustle more money for their company instead of doing their job. The latter will sometimes maliciously keep things out of a contract that definitely will be needed - knowing the military is ignorant - and then explain after that... "Well, we know it's useless as it is now. But for another 5 years and $1B annually...". This latter example is a modern iteration of how relying on mercenaries has proven disastrous for great powers in the past.

This one brings up so much eye rolling. LOL. The standing joke among contractors was that the way to make money on government contracts is to bid low and get rich off the contract changes after the contract’s awarded.

My first experience with contractors. We order custom software. Contractor fulfills the order. 6 month later the software breaks. We call the contractor for support. "Sorry your software package didn't include a support package". Support package is a ton of money we don't have. Software sits broken for another 6 months. We include the support package figure into our budget for next year and it's denied. Software gets uninstalled and we look for another option. Cost a few million. I always had tylenol on the desk.

Contractors are kinda stuck on that overtime thing. Federal labor law requires they pay it to their employees and often so does state law. It’s only right the contractor be reimbursed. I remember often being tapped as a G.I. For late duty just to save those payments.

“Can’t you tell the military to stop moving people, it mess things up!”. I worked for a TRICARE contractor that understood the military because it employed a large number of retired military in key positions. After 15 years the contract was awarded to another company with a few National Guard guys. Because I was one of the few retired military I was bombarded with questions. I constantly had to explain about service members moving and the impact of two wars. After six months of constant ignorance I left. The contractor never did understand the military and lost the next bid.
