The reason a house was built there is 300 years ago 5 families went on vacation together. They were across the way when they decided to go check out this island in the distance. They got to it, climbed up, realized they were stuck and built a house for shelter. It was easier than getting off.

If they decided to expand the infrastructure just a little bit in things like building a single windmill to get electricity and an improvised bridge and dock attached to the rocks would make this place a fine touristic attraction, they could even build more houses using the burrow style to give the impression that the house is the only building in the island since the other houses would be covered in grass.
