Turns out frame generation was causing the tearing for me

I had recording app on background and I get no screen tearing on 60hz and but with delay

I'm playing GOW and my screen tears always unless I turn on Vsync. I don't mind but it limits my fps. I've tried going in nVidia control panel to make the fps on my PC lower than my monitor. I've tried limiting my in-game fps to lower then my monitor. I have an option for freesync on my monitor but that does not help at all. Basically whatever I do. My screen tears. Any advise?
