Best way to determine how much AC you need is via a room by room Manual J.  A qualified professional can provide one of these.  Minis can go down to 7k BTU on a single output (depending on brand).  Further they are variable speed so they will produce the amount of capacity necessary(or at least pretty close to).  "Too much A/C" is more of a danger on single speed systems than on variable/modulating systems. Can you still oversize with multi speed inverter driven systems? YES. However you've got more cushion.  Still you need to size equipment appropriately based on the heat load to determine the exact needs of the space.
