how did you make the arms follow the cursor? i've tried to replicate this with an aim offset but im not sure how to calculate the mouse's movements

Is this made from a FPS template and then adding a body, or a third-person template with a first person camera?

It's far from being a true first-person view. The head goes first before the weapon follows and that's too much, the body adjusts from the weapon instead of the weapon being the one to adjust.
