The Walking Dead may be about humans trying to stay away from flesh-eating zombies, but it is also a story about how humans turn on each other when push comes to shove. There have always been human antagonists on the show, and a lot of them have been quite threatening. The Governor proved to everyone that this would be a show where humans were the true villains, and he still remains one of the scariest the show has ever seen. You all know who number one will be, but let’s take a look at every Walking Dead villain, ranked from worst to best.

Negan killed Abraham and Glenn for no other reason to show his power? He killed them because Rick and his group killed a bunch of Saviors, many while they were fast asleep! People always seem to forget that since he killed such likable characters!

Negan isn't the evilest villain. He can cook you a tasty ass spaghetti and can kill traitor of your group. Perfect waifu.

The Governor was definitely the best villain. He was actually a psychopath and would ruthlessly kill without showing any remorse or emotion.

Shane should've definitely been on this list. He was the 1st true villain in my personal opinion.

The Governor is the top villain for me. He was complex and had a satisfying ending to his arc. Shane at number 2 and Negan at 3.

Missed the original bad guy. Shane was the the perfect first antagonist for the show because he told a story and taught a lesson of how even life long best friends can turn on each other in the TWD world

Gareth and Terminus were underrated. Maybe not the end all be all villains but that sequence at the pig troughs with his absolute coldness and then later seeing how they got that way in a flashback was chilling. I don't even think it was the cannibalism that shocked me it was just the absolute ruthlessness of him and his people, how it was so systematic it felt like they had done this hundreds of times. His death was as brutal as he was and Four Walls and A Roof remains one of my favorite TWD episodes to date.

The Governor is the best. He was unpredictible. I will always remember when he killed all the people on that road.
