The "nuclear threat" is based on a mistranslation of his speech. To Russians, he distanced himself from the "nuclear option", but opened the idea that a "post nuclear" option was available to Russia. Get your facts straight.

My understanding of "tactical" nuclear weapons is that they are air-burst, low yield, for minimal contamination of the area. Still, in the hands of a megalomaniac dictator these weapons are a precursor to WWIII. The question is whether others that have to approve their use understand the circumstances and implications.

Every nation with nuclear weapons threaten to use them 24 hours a day 365 days a year. Because otherwise what is the point of having nuclear weapons? The point of nuclear weapons is to use them when your population or territory is existentially threatened.
