Cloud outliner is a great outlining app that is available for Mac OS and iOS with both an iPad app and an iPhone app. It can sync your outliners wither over iCloud or the Cloud Outliner sync service. You can also sync it with Evernote!

(Note that the iOS version is not included in Setapp)

Hi this is a great app but the Evernote function is broken. On a Mac at least it constantly asks for evernote password. I have commented on this several times but nobody responds.It is 11 months since any updates occurred .
