It is probably your wifi since your fps isn't dropping drastically

if you haven't had any luck fixing this problem, I had the same issue just not as bad. I updated my bios to the most recent version and it fixed all of my problems. My frames were constant 350 and it was stuttering like that. Be careful updating bios btw. look up a good video explaining what to do exactly. Hope this helps!

RTT jitter is high, had this exact same issue, got fixed when i got ethernet wired connection to my pc works fine now
