You want a price cap? Put a price cap on oil. It will also put a price cap on Russian oil.
Putting a price cap on a single supplier won't work and a consumer heavily dependent on a discounted oil can't take the risk to antagonise that supplier.

The US has decided that India will be our next global partner. The biggest reason is population. India labor costs will be cheaper than Chinas for production. New markets for American products will open up demand from its billion population. China on the other hand is a declining population. Its recent policies to revert to pre Deng Xiaoping policies make it no longer to conducive to western growth markets. It had less to do with politics bec it’s the world #1 champion of democracy actually cut a deal with the worlds #2 Communist for 40 years. We made great money together. The truth is, most Americans don’t care what happens in China. We just like cheaper prices. We don’t care what happens in India. We just want cheaper prices.
