Why Matthew omit the word oh Israel is because he knows what Jesus means by saying those word. It means that those word not only said to the Israel but also to the whole world.

The different gospel writers all remember different details of the same story. It happens with the story of Christs birth (three shepherds in one gospel v three wise men in another), and at the beginning of the crucifixion story, where one gospel writer says that pilate didn’t think Jesus should be executed, but another gospel writer actually provides the reason why. The gospels were also written for different audiences in different lands, with some gospel writers being in charge of proselytising to the Jews and other gospel writers in charge of proselytising to the gentiles. This doesn’t show conflicting information, it shows different angles and human experiences of the same events. It’s actually exactly what you would expect from people who all experienced the same thing, rather than people coming together to specifically rehearse their account of it (getting their stories straight).
