To break it down simply: James Gunn had nothing to do with the decision to put Harcourt in Black Adam and Shazam 2, and he has no idea why she was there, so it's not canon. Simple as that.

This DCU should have no one from the DCEU. That's how new universes work. If you wanted to keep some DCEU characters, then you should of ended that universe first with a crisis on infinite earths movie and wrap up all loose ends before starting a brand new DCU universe.

Anything DC that isn’t in production in the next three years will never happen. Once WB is sold off, a whole new team will probably be brought in, and they’ll be starting from scratch. We will get a few movies, but I’m not expecting Gunn to be around in 3 years.
