Businesses waste more food than consumers do. When I worked at McDonald's we would routinely throw away hundreds of pounds of frozen food because it was a day past expiration date. Grocery stores do the same too.

There's a "all you can eat" restaurant in france that's adds a 5€ fee if you return a non empty plate.
The plate itself is quite small and this measure was made for people that stand to overflow their plate and barely start it.

Here in Brazil some restaurants also try to avoid the waste of food, by putting an extra value in the bill if people don't eat everything, but that is actually against the law. Restaurants can be punnished for that
