Watched the second video with her after you pointed it out and right at the begining it happens again and a lot more clearly, with her eyes clearly in frame. It shows her eyes, being spirals, or coils. I think it's a play on the japanese name for magnemite being "coil". but also like the hypnotism swirl because she's trying to mesmerize everyone

When Iono starts her stream she is completely still with closed eyes and than begins to animate as if being turned on.

I'm going to guess she is a robot or something similar and the "hair clips" are controlling her.

Between the spiral eyes, all the talk about ensnaring your eyeballs, and her obsession with getting more subscribers, I predict that Iono is the surprise true villain of the game. Whatever her plot is, it involves getting the attention of the entire Paldea region through her livestreams and then hypnotizing them somehow.
