Posting this because it took me way too long to figure it out myself.

If you press B it brings up the blueprint window. By saving your blueprint in the "My Blueprints" tab and not the "Game Blueprints" tab, you will have access to that blueprint across all games, not just the one you created it in.

You can also use copy/paste and cut/paste with then regular shortcuts (ctrl+c/x) for quick duplication without a blueprint. Hecking awesome.

Urm, I had acces to blueprints literally at square 1 of the Game, Idk if they changed it or not, but I love my Blueprints even without work robots, making building outposts so much simpler thanks to pre planning.

Blueprints are also extremely accessible in the early game with a mod called GhostPlacer Express, which also makes planning out your base ahead of time from the beginning of the game way more accessible.
