While he held them in the bubble, Belmod wasn't exactly fighting them. Beerus and Quitela were both many times stronger than the other gods, and I do think that Beerus would have beaten all of them if the grand priest didn't intervene

It’s not just about power tho, while Jiren and Gohan do indeed surpass the gods in power, that doesn’t mean they’d necessarily win in a fight since they have different combat techniques that haven’t been shown that give them the advantage over most mortals

There have been many times where the characters should have surpassed Beerus, and/or the other gods of destruction, but Beerus always quietly keeps getting scaled up. I'm sure Toriyama and Toei have already forgotten about how Jiren is the "mortal that is more powerful than the gods, " and Goku (at this point in the Super manga) could one shot that Jiren with zero difficulty but they'll make it where Beerus is somehow magically more powerful just because.
