He is compelled to show up if subpoenaed. He might be able to claim privilege on specific questions, but to not show up is completely unacceptable!

Claiming that senior white house officials cannot be compelled to testify or be held accountable for their actions is basically saying "we are above the law".

That's... not really gonna hold up in any halfway honest court.

I was 100% sure Navarro was going to prison when he confessed to Ari, I am actually kind of surprised at how quickly it happened given the circumstances

You defy your parents, you get sent to your room
You defy your teachers you stay after school, get suspended or expelled
You defy your boss, you lose your job
You ignore a subpoena- you spend time in jail

Unfortunately, he achieved his goal. He withheld information and slowed up the investigation. It is their one weapon, since they know they are guilty.
