I definitely agree with you that a web designer should design and code. if we don't know how to build the front end, we just couldn't understand what we can do and what we can't with our design and it is very a frustrating experience.

I'm in the same scenario as you for the most part. I went to school for design and 3d design, but ended up doing web development in the flash days. So I had to do crazy designs but also code in AS2 and AS3. Then I slowly transitioned back to my roots which was pure design. I do know html and css which helps a lot. It just helps to be well rounded, expecially if you have to communicate across departments and manage other digital designers. Nowadays it's all about creating great rapid prototypes for clients prior to sending to dev. I rarely do static comps anymore. Now all work is presented in prototype format.
