Since \mu(E)|Y=\mu(E\cap Y) and E\cap Y is Borel, we already know that \mu is outer regular on E\cap Y since \mu is Radon.

It's weird to have \mu|_Y when \mu is already a measure on Y. Maybe j^*\mu where j:Y\to X is the inclusion? That's what Falkner did iirc.
