I think the reason why ocean monuments have 20 elders is because each update the monument "respawns" back to its original state repairing itself and respawning mobs. Since Monuments were added in 1.8 that means the monument has roughly respawned itself 5 times even though it was untouched for all those years

So for the sake of building, the builder group went and destroyed a build, whereas for the sake of griefing, the griefers built a structure...how about that.
